This is the application icon forPCLaw 9.0 (it was also used for version 10.0). I designed it to reflect the back-office time and billing management functionality of the product. The clock is very similar to that used in the Time Matters 9.0 icon on purpose; it is meant to communicate that both of these products are part of a larger family.
